This is an official document confirming that the product was manufactured ( as well as developed) in full compliance with all applicable requirements in place and technical rules that are described in certain Technical Regulations of Customs Union. In case when the issue of such declaration is mandatory for certain type of product or goods then it will not be possible for manufacturer or retailer to freely and legally produce and sell their goods, as well as to effect export-import operations of the above said.
The conformity of the products, that fall within the regulations of TR CU ( Customs Union Declaration-EAC (EAC Declaration), with the requirements of the Customs Union is confirmed by the certificates and declarations of conformity. The same products may be subject to several technical regulations.
TR CU Certificate is one more common certification document in above said quality certification system, other than those specified in the foregoing section. Similarly to TR CU Declaration (Declaration of Conformity TR CU) this document is legally equal to the TR CU Certificate of Conformity and possesses almost the same value, but there are several moments that differ. First of all, TR CU Declaration (Customs Union Declaration) cannot be issued if the applicant for such declaration is not a Russian legal entity. On the other hand for TR CU Certificate such limitations do not exist, and it can be issued for any company, with no connection to where it is located. Also as far as it concerns TR CU Declaration (EAC Declaration), it is the applicant himself who is responsible for the correctness of information contained in the declaration, and Declaration itself is drawn up on behalf of the filer. Contrariwise TR CU Certificate is drawn up on behalf of accredited certification center where the actual auditing and testing of product in question has been held. Important point here is that it is CA now which is responsible for the reliability of data included in TR CU Certificate. TR CU Declaration is issued per shipment or for serial production with validity from 1 to 5 years. When TR CU Declaration (Declaration of Customs Union-EAC) is issued per shipment then the expiration date for such document may be left open.
Customs Union Declaration (EAC Declaration)
The validity of the document depends on the scheme of certification (declaration). For series production the document is valid for 5 years. In the case of certification ( Customs Union Declaration-EAC) of conformity with the Customs Union Technical Regulations of product batch or a single product the approval document shall be issued with an open date of expiration, its validity period is equal to the period of the certified products operation.

Customs Union Declaration-EAC
Declaration TR CU (Customs Union Declaration Russia, Kazakhstan, Belarus) – is an essential document that allows you to organize production and distribution facilities in the declaration of the countries of the Customs Union (Belarus, Kazakhstan and Russia), without the presence of this document handling products subject to technical regulations of the CU is prohibited and is illegal.
Declaration of Conformity TR CU: features, difference from other documents
Differ from the Declaration of GOST R, Declaration TR CU acts on the territory of three countries of the Customs Union, and the first is only valid within the Russian Federation.

To find out what products need to issue a declaration of conformity TR CU, you need to study the texts of relevant technical regulations. These regulations describe for what products you need to get the declaration and for what – Certificate TR CU.The Declaration of Conformity TR has the same functions as the mandatory compliance certificate : it is requested for customs clearance and in the place of marketing/use in the territory of the Russian Federation.
The declaration of conformity TR must be registered within an authorized agency in the TR system according to the conformity evidence given by the applicant. Obtaining the Declaration of Conformity is allowed only to legal entities registered in the Russian territory (distributors, importers or official representatives of foreign manufacturers). Furthermore, each applicant must have his own Declaration of conformity issued on his name.
When it is fully proved that product meets all requirements and standards prescribed in the relevant technical regulations the product is being registered in Unified Register and TR CU Declaration is issued.
Since the effect of periodically enter of new technical regulations vehicle and some of these regulations may lose their power (as, for example, some provisions of technical regulations for oil and fat products), the list of products for which you want to receive the declaration is constantly changing, as are some nuances of declaration of compliance of various objects. The applicant for registration of the declaration TR CU can be an individual or legal entity who is officially registered in the Republic of Belarus or Kazakhstan or in Russia. If you receive such a declaration to a foreign manufacturer, they should authorize a representative for this – a resident of one of these countries.
Each technical regulations set the scope of use, basic concepts, safety requirements, forms and schemes of conformity certification applicable within the technical regulation. Also for the majority of CU technical regulations the lists of products are developed in respect of which the submission of the customs declaration is accompanied by submitting to the customs authority of the evaluation (confirmation) of compliance with the requirements of TR CU. They detail the scope of use specified in the Technical Regulations of the Customs Union, contain the names of goods, HS codes of CU, name of the required document for confirming the compliance (certificate or declaration). The same products may be subject to several CU technical regulations.
The unified form of the certificate of conformity and the unified form of the declaration of conformity according to the technical regulations of the Customs Union and the rules for their execution are approved by the Decision of the Board of the Eurasian Economic Commission of December 25, 2012 No. 293. The certificate of conformity form is the document of strict reporting and has at least 4 degrees of protection (typographic number, micro-text, protective holographic element, etc.).
Currently developed 34 technical regulations are developed, the latter of which will come into force on 02.15.2015. In the nearest future technical regulations for all the product groups will be developed and will enter into force, they will completely replace the national standards on the entire territory of the Customs Union.
